In this role, he managed all city tax incentive programs and NYC's taxable and tax-exempt financing authority, deploying these tools strategically to drive economic development and expand socio-economic opportunities across New York City.

Wall Street to Impact Investing

Clement's career journey includes senior positions at blue-chip firms including Accenture, Citigroup, and J.P. Morgan, where he developed deep expertise in global markets and institutional investing. At RXR, he launched and led the firm's sustainable investment division, managing a $1.5 billion portfolio that set new industry benchmarks for integrating ESG principles with commercial performance. An Oxford MBA graduate and Associate Fellow at the Saïd Business School, he serves on the Lehigh University Board of Trustees and as a Mayoral Appointee to the NYCEDC Board.
